There are two different sections of IFA. The first will occur in-season, most likely in July, and will be for the "prospect" international free agents. The second will occur in the offseason and will be for the MLB or near-MLB international free agents. Here are the different rules for the 2 sections....
J2:
MLBC International Bonus Pools are for July 2nd Signee's.
-IFA Signing during First Period of IFA (Off Season) will count against your Team Cap!
Bonus pools are determined based on reverse order of MLBC winning percentage. MLBC bonus pools will be giving each team a $1M base along with four “slot values,” which are tiered from No. 1 ($5.5M) through No. 120 ($0.1M).
Note: The only importance of the slot values is for trading
Teams are allowed to trade for up to an additional 50 percent of their international bonus pool. (Example- A team with a $2 million pool can acquire an addition $1 million in pool space. However, to acquire more pool space, a team can’t simply trade for $1 million—it has to acquire specific slot values from other teams.)

Off-Season:
-Any IFA that are Lump-Sum before J2 Signing Period must be signed with your Team Cap!
-Players will be bid on as normal free agents, with yearly salaries. There will still be a 5-year maximum on contracts.
-Once a player is signed, he will be immediately placed in the signing team's minors.
-The team will be charged a $2.5M storage fee as long as the player remains in the minors.
-The player's signed contract will not kick in until he is officially on an MLB roster. Until then the team will only be responsible for the storage fee. Once the player is on an MLB roster, the team must trade in the storage fee for the player's signed contract.
-Teams must call up the IFA as soon as he is on an MLB roster. Teams are allowed to go over the salary cap for 1 week when this happens. If they are not under the cap within the week, the player will be lost to free agency.
-Off-season IFA may not be sign-and-traded. They cannot be traded until May 1st.
-Once the IFA is on an MLB roster, he may not be traded until the team is under the salary cap.
-Teams will be allowed to store their non-MLB IFA in the minors for up to 2 seasons. After that time they must either begin paying him his signed contract, or release him to FA.
-The LMs will have final say over who is eligible to be bid upon.
Besides in the Rule V draft and IFA, teams may not acquire unowned prospects.
