Gilberto Celestino - $100k - OF - HOU
Celestino had more exposure with scouts than many Latin players, having seen frequent action on the international tournament circuit as early as the age of 11.  A pure center fielder with excellent instincts to match his superior physical tools. His makeup and overall feel for the game also draw high praise. He’s an above average to plus runner that gives very different run times on different days, but has great defensive instincts that could make his a plus defender and shows above average arm strength, average raw power projection and good feel to hit in games. (Dominican Republic, $2,500,000)

Andres Gimenez - $100k - SS - NYM
Lean, athletic and full of energy. The middle infielder has also shown the type of speed that could land him at the top of the order one day.  One of the best pure hitters, he has a good hitting approach, is considered a line-drive hitter, some power and has displayed the ability to hit the ball into the gaps on a consistent basis.  Profiles as an everyday shortstop if he continues to develop as expected.  Smooth defensive actions and an arm strong enough to keep him at the position. (Venezuela, $1,200,000)

Scouting Report: Orlando is the younger brother of Twins OF Oswaldo Arcia and has been beating expectations since he signed out of Venezuela in 2010 for $95,000. After signing, he immediately looked like a steal as a skinny kid that could play shortstop and hit a bit, but he took another step forward this year, hitting 13% better than league average, stealing 31 bases and posting great plate discipline numbers in a full season at High-A at age 19.

There’s still plenty of room for Arcia to improve offensively, as the speed and defense are carrying his prospect status for now, but the tools are here for more impact at the plate. Arcia is a gap-to-gap, line drive type hitter, but his power started to show up more regularly in games last year and it continued this winter, where he hit 7 homers in 55 games in Venezuela. Arcia missed some time in 2014 with a minor ankle injury, but the Brewers stuck with him at a challenging level and he rewarded them with a solid performance in a pitcher’s league and park. Some in the organization think he’ll add a lot more muscle, with some think he may even get taller.

Summation: Arcia will head to Double-A next year at age 20, he has the look of a solid everyday shortstop and he’s just scratching the surface.

Upside: .275/.335/.435, 15 homers

3. Aaron Blair, RHP

Scouting Report: Blair has slowly improved since being drafted last June that some in the organization have him as the #1 prospect in the system. He isn’t as flashy as Bradley and Shipley, but Blair has three pitches that all have been plus at times for scouts and are all regularly above average. One scout compared Blair’s ability to get heavy life on pitches to Roy Halladay, in part due to how big Blair’s hands are.

Another scout compared him as an overall pitcher to John Lackey and Lance Lynn, as a big and unspectacular but steady #3/4 starter that outperforms many more heralded talents. As noted in Bradley’s report, some think Blair may jump past the incredibly talented Bradley to settle in a big league rotation spot first amongst this top group of three Arizona prospects.

Blair sits 90-94 and has been up to 96 mph this year, with scouts noting the arm speed got a notch better this season, helping all of his stuff play up. He’s a control over command guy that throws a lot of strikes and the heavy life on his fastball helps induce weak contact rather than an excessive amount of strikeouts. Blair’s curveball was the concern as an amateur and early in his pro career, but now consistently shows average with some grading it as high as plus at times. His changeup has been his go-to off-speed pitch for years at is also consistently above average.

Summation: As you can see in the projected path, I think Blair starts the year in AA, gets a taste of the big leagues and sticks. He’s the kind of guy that these sorts of lists consistently underrate and then he never gets re-ranked when he proves us wrong as a big league asset. Consider this an advance apology for ranking him 3rd. Sorry, Aaron, but you need people like me that don’t learn from history and tell you that you aren’t good enough.

3. Francellis Montas, RHP

Scouting Report: Montas was a low-profile Dominican signee that started turning heads in the Red Sox system when he hit 100 mph in Rookie ball, but had little else to offer at that point. The White Sox acquired him from the Red Sox last year in theJake Peavy deal, which also netted Chicago RF Avisail Garcia. Montas has made a lot of progress since the trade, turning an average slider into a plus slider that flashes 65 at times while turning a usable changeup into an average pitch that flashes above average for some scouts. He has a low effort delivery and generally keeps the ball down in the zone but the delivery is arm heavy, inconsistent and a little stiff from a very high slot.

The White Sox have a good track record with pitchers and they’ve already helped Montas make a lot of progress, but it may be too big of a task to turn him into a starter. He’ll go out next year in Double-A as a starter, but Chicago knows this may not work out and everyone knows there’s easy closer upside here. Montas sits 93-97 and hit 99 mph as a starter, working more 95-99 mph as a reliever. With an average changeup and 60-65 slider that’s 89-91 mph and a little funk/deception in his delivery, he could be a dominating reliever in short order, but has mid-rotation upside if all goes to plan.

Summation: I usually don’t like putting projected relievers this high, but Montas still has a shot to start and isn’t just a max-effort guy that throws hard and spins it just enough to strike out minor league hitters. He’s a legitimate asset that could be an impact big league option as early as late 2015.

Scouting Report: Sisco was an under-the-radar draft prospect that didn’t go to the big showcases and only started catching in his senior year as he pitched and played multiple positions. He’s still rough at times behind the plate, but it’s more due to a lack of experience with the little things than a lack of ability. The tools are there to stick behind the plate and be average, with enough arm for the position, though Sisco needs to work on quickening his release.

The carrying tool here is the bat and scouts grade it anywhere from 55 to 70 despite Sisco’s highest pro experience coming at Low-A. He’s got a handsy, loose leftt swing and advanced feel for the strike zone. His power is fringy now and should eventually be average, but that’ll likely play down a notch in games at maturity due to his level plane in games. One scout said Sisco’s approach and offensive tools are similar to former Orioles RF Nick Markakis.

Summation: The Orioles think Sisco is their third best prospect and is their catcher of the future. He’ll head to High-A next year and with some defensive progress, Sisco could find himself on the fast track.

Scouting Report: Some teams were skeptical before the draft of McMahon’s ability to corral his long limbs to make enough contact long-term, but the scouts I talked to were all-in after an impressive full-season debut. One scout argued McMahon could be the Rockies #1 prospect right now and with Gray/Butler possibly graduating next year and McMahon heading to the Cal League in 2015, that may happen in 2015. He strikes out more than you’d like to see, but McMahon is just 19 and was also a star quarterback in high school (another example of a Rockies draft pick with that on his resume), so there’s still a need for reps. McMahon projects for plus raw power that scouts now think he can get to in games and, while he isn’t there right now, most believe with some work he will be able to stick at third base long-term.

Summation: McMahon, like Tapia below, may well bump move his Future Value up or down a notch with a trip to the hitter-friendly Cal League in 2015.

Upside: .275/.350/.480 (22-25 HR) & average defense

4. Brandon Drury, 3B

Scouting Report: Arizona acquired Drury from Atlanta in the panned Justin Upton trade, but most scouts think Drury will become the most valuable asset from the package the Snakes received. While he only has solid-average bat speed, Drury has looseness to his swing and feel for the barrel, with some scouts putting a 60 on his hit tool.

It’s a line-drive type approach, so Drury doesn’t get to all of his raw power in games and he also isn’t much of a runner. He’s relatively new to third base and has taken to it well; the D-backs will try him at second base in the Arizona Fall League to see if he can move farther up the defensive spectrum. While Jake Lamb has already reached the big leagues, is left-handed and has more raw power, scouts are more confident that Drury has a big league impact due to his more advanced feel to hit.

Summation: Drury could be an above average everyday player if everything comes together and especially if he can play a passable second base. The big leagues are littered with everyday players that are average tools/big playability types that weren’t high draft picks or hyped prospects. Drury will be in the upper levels next year with a chance for a late-season call-up.

5. Patrick Kivlehan, LF: Kivlehan was a safety for four years at Rutgers and was a baseball player for just his senior year, but he was good enough to go in the 4th round in 2012, with a couple teams in line behind the Mariners. He’s made strides after signing, focusing only on baseball for the first time in his life and becoming a real prospect. Kivlehan wasn’t even a notable prospect until later in his senior season, sneaking up on some scouts when he stood out versus St. John’s draft-eligible RHPs Kyle Hansen and Matt Carasiti. Kivlehan had given up on football before his senior spring, but only got a chance to play because the regular third baseman tore his hamstring, then Kivlehan won the Big East Triple Crown in his only season.

Seattle was pleasantly surprised after signing to see how well Kivlehan tracked breaking stuff despite not playing much baseball since high school. Scouts rave about Kivlehan’s hard-nosed 80 makeup and ability to make adjustments, typical for a former high-level football player. When in Seattle after signing, Kivlehan didn’t seem as enthusiastic as most players about seeing the clubhouse and left quickly, saying he hadn’t earned this yet.

Scouts noticed that Kivlehan gravitated to Hunter Renfroe and Jace Peterson in the AFL this year, both former football players and three of the only players to not look worn down by the end of the long season. One Mariners exec joked that they won’t have to worry about Kivlehan complaining about a coach being too strict when he played four years for Greg Schiano. Kivlehan went to the New Jersey high school that produced long-time MLB catcher John Flaherty and Cardinals prospect LHPRob Kaminsky; Kivlehan was the shortstop on his team and Cubs IF Tommy La Stella was the second baseman on the same team.

Kivlehan has told scouts his confidence was helped by going in the 4th round, as he didn’t see himself as that kind of prospect, but he’s now a slam-dunk big leaguer of some kind. He likely fits best in left field, but he’s a fringy runner with a solid average arm and decent hands that can fit at all four corners in the big leagues. Kivelhan has above average raw power that can play down a bit in games due to a line drive approach. His swing is a little awkward, with one scout saying he has a “nervous bat” and scouts are always wary of non-consensus guy that do it a little differently. It’s likely league-average-to-above offense with good makeup and positional versatility.

6. Raimel Tapia, CF

Signed: International Free Agent, signed for $175,000 out of Dominican Republic on 11/29/10
Hit: 20/60, Game Power: 30/40, Raw Power: 35/45, Speed: 60/60, Field: 45/55, Throw: 55/55

Scouting Report: Tapia gets wide-ranging review from scouts, with some crushing him for an unusual swing and skinny frame, while others point to his elite bat control and performance (.342/.392/.503 in over 700 PA in domestic leagues). One scout said Tapia’s defensive reads were questionable and that his power wouldn’t profile in right field. Another scout gave a low-end comparison of Jon Jay, as a non-traditional outfielder that can play all three positions, doesn’t have much power but hits enough that you find a spot for him. The consensus is that this kid can hit despite sometimes funky mechanics and he has enough tools to be useful in some kind of everyday role.

Summation: With a trip to the hitter-friendly Cal League next year, a 50 Future Value will likely go up or down a notch depending on how he responds to big expectations.

6. Lewis Brinson, CF

Scouting Report: Brinson is a lanky, super-athletic center fielder than has surprising raw power. He’s an easy plus runner and fielder with some scouts hanging a 70 on both tools and some putting a 60 on his arm as well. When four of the five raw tools are 60 or higher, the upside is enormous, but unfortunately Brinson’s long limbs and high/deep hand load cause real problems making contact.

Brinson’s swing was choppy in high school and the Rangers have smoothed it out to let his athleticism shine through. He also appears to be intentionally working on lowering his hand load in BP, but it still creeps up in games. Brinson’s plate discipline has slowly increased and it’s workable now, but he’s still getting by on raw ability at this point. The Rangers are known for targeting this type of hitter, so it’s not a coincidence you’re reading the same sorts of things about Gallo, Alfaro and Brinson. Brinson has the most work to do, but his speed will help prop his numbers up more than his pure hitting ability.

Summation: There are a number of examples of lower-end everyday center fielders with this type of skillset (Drew Stubbs, Cameron Maybin, etc.), so there’s hope the necessary adjustments can be made, with a guy like Mike Cameron what you’re hoping for and Carlos Gomez as the best case scenario. The makeup and coachability are there to make adjustments, but Brinson looks like more of a year-per-level, slower mover.

6. Hunter Dozier, 3B

Scouting Report: Dozier was a late-rising big shortstop in the 2013 draft class from Stephen F. Austin. The Royals took him with an under-slot at 8th overall, assuming he wouldn’t get to their next pick, but that they could use those savings to take LHP Sean Manaea, who slid due to injury and pricetag concerns, with the first pick in the sandwich round, giving Manaea a higher bonus than Dozier as the talent dictated.

Dozier had tons of helium pre-draft and had a big debut, but struggled with contact issues in the second half of 2014 in Double-A. He’s a good athlete with solid average, easy everyday tools, so if the bat comes around in 2015, he’ll force the Royals’ hand to find a spot for him soon. Dozier has a patient approach that could help him post a high OBP if the contact skills allow him to have an average or better bat. He also has the tools to be at least average at third base, though could play at all four corners if necessary to find a place for him to play in the big leagues.

Summation: That said, he’s a bigger guy that hasn’t faced a ton of high level pitching given his late rise in a lower-end college conference, so it’ll likely be be 2017 before he gets an extended big league look.

7. Jose De Leon, RHP: De Leon is the success story you’re hoping for when you read a report about a low minors power arm that flashes big stuff at times but has trouble with consistency. De Leon exploded in 2014 with ridiculous numbers, better stuff and better command after an okay pro debut in 2013. De Leon’s profile has raised in a big way (he signed for $35,000 as a 26th rounder out of Alabama State in 2013) and he now sits 93-95 mph with life, hitting 97 mph, his slider is a 55 and his changeup is at least average on most nights.

The stuff got a notch better in 2014 with help from a smoothed out delivery, but there’s also some deception and outstanding makeup and smarts helping everything play up. De Leon is now 22 and has only made four starts in full-season ball, with the Dodgers saying he should be at multiple levels this year, possibly even three.

7. Tim Berry, LHP: Berry will develop alongside Davies in Triple-A next year and some in the org prefer Berry’s upside over Davies’ certainty. On the right day, Berry will show three above average to plus pitches, but Berry has a very slight 6’3 build and his arm speed will vary day-to day. On most days, Berry has three solid average pitches: a fastball that sits 89-91 and hits 94 at times along with a curveball that’s inconsistent but still ahead of his changeup. In short stints out of the bullpen, Berry’s stuff is firmer and more consistent, with one scout saying he looked like Red Sox LHP Henry Owens. The durability/consistency questions could shift Berry to the pen eventually, with a chance he follows the career path of Yankees LHPAndrew Miller; multiple teams have asked about Berry this offseason.

7. Brian Anderson, 2B: I was the high guy on Anderson all spring, grading him as a sandwich to 2nd round pick; the Arkansas second baseman ended up slipping all the way to the 3rd round at 76th overall, and the Marlins were surprised he fell to them. He’s played all over the field and will continue at second base, but likely ends up at third base or center field. Anderson is a 6’3/175 athlete that’s probably too tall for the middle infield but is a plus runner with a plus arm (hit 95 mph on the mound in high school) and present average raw power that projects for a tick more.

His only struggles at the plate came on the Cape last summer when he tinkered with his high leg kick, but once he went back to the high kick, he raked at Arkansas and raked in pro ball. Anderson has feel to hit and a fluid swing that could move quickly if he keeps hitting. I think teams will regret passing on Anderson; I had trouble separating him and Ti’Quan Forbes all spring and Forbes is a less proven high school prospect that got double the bonus of Anderson ($1.2 million vs. $600,000).

7. Cole Tucker, SS: Tucker was a surprise 1st rounder last summer out of an Arizona high school. I evaluated him in the 2nd-3rd round range, where many teams had him, but the Pirates didn’t think he’d make it to their 39th overall pick, which it now appears was good intel, so they popped him 24th overall. Tucker is a 6’4/180 switch-hitting shortstop that many scouts, myself included, think is simply too long-limbed to stick long-term at shortstop, despite good actions and the above average arm that would allow a smaller/quicker player to do just that.

Tucker is young for his prep class and won’t turn 19 until July, so there could be more bulk coming, but the Pirates think he’ll stay on the thin and at shortstop longer than expected, like Corey Seager. Tucker’s length limits him at the plate, so he has a contact, gap-to-gap approach so he can make contact, but he has an advanced approach and should grow into more game power with age. His power is below average now but should end up close to average at maturity. Scouts rave about his makeup and when you add together the projection, age and current skills and tools, it’s easy to see why Tucker slid up draft boards late, since he checks the boxes for teams to buy into a player’s high-end projection.

8. Luis Ortiz, RHP
Current Level/Age: Low-A/18.9, 6’3/230, R/R
Drafted: 30th overall (1st round) in 2014 out of CA high school by TEX for $1.75 million bonus
Fastball: 55/60, Slider: 50/60, Changeup: 45/50, Command: 40/50+

Scouting Report: Ortiz shed 30 pounds over his junior year in high school, then was the most consistent prep arm on the showcase circuit last summer, hitting 95 mph and flashing a plus slider with advanced feel at nearly every event. Things went a little sideways during the spring when he went on the shelf with forearm tightness, often a precursor to elbow problems.

When Ortiz came back to the mound, he pitched 3 times in relief in four days and scouts were worried this was headed in the wrong direction. Ortiz’s stuff came back to summer levels just before the draft and one club I talked to compared him to Jose Fernandez. That may be setting expectations too high, but Ortiz would’ve gone 10-20 picks higher if he had an uneventful spring, so this could be a steal for Texas.

Summation: Unlike his prep pitching peers, Ortiz has no physical projection left and his polished stuff/command could survive at higher levels, so a challenging 2015 assignment may be what he needs to see where he stands. I gave Ortiz a 50 FV because he’s thrown less than 50 innings since his forearm scare; with a solid and healthy 2015 he could jump up this list.

10. Christian Binford, RHP: The 6’6/220 Binford signed for $575,000 out of a Pennsylvania high school in 2011 and emerged in 2013 at Low-A, the broke through last year, running from High-A to Triple-A. He sits 89-91 and hits 93 mph with good plane and solid command, backing that up with an solid average slider and changeup that’s average at times but still very inconsistent. Binford’s release is awkward, but he has plane and it works for him, projecting for at least average command with solid average stuff. He’s a potential back-end starter that will open the year in Triple-A.

11. Manny Banuelos, LHP: Banuelos was a big name prospect a few years ago due to both his impressive talent and the Yankee Prospect Hype Machine. The Mexican-born Banuelos has always been mature-framed at 5’10/205, but at his peak flashed three above average to plus pitches with feel to pitch while also being a couple years young for each league he was in. In 2011, the problems began, with his command backing up around the same time he encountered some minor injuries, eventually leading to Tommy John surgery after the 2012 season, which also knocked out his 2013 season.

Banuelos returned this season and looked okay, but the stuff was mostly average, flashing above average at times and with that same inconsistent feel for his stuff. Typically, the command takes a step forward in the 2nd or 3rd years after TJ, so the Braves are encouraged after seeing flashes of improved stuff from Banuelos in instructs. He’ll head to Triple-A and if he’s back to his pre-2011 form, will be a big league option in short order.

11. Gary Sanchez, C: You’d think the toolsier, older catcher that’s proven at a higher level would be above Torrens, but the red flags on Sanchez are starting to worry scouts. Youthful mistakes and lack of maturity are expected for kids that get $3 million when they turn 16, but scouts are still regularly using expletives to describe Sanchez’s makeup. Multiple sources have been telling me for multiple years that Sanchez appears to have no interest in catching, despite having the raw tools to catch and a 70 arm. He’s a 30 runner at best that flashes 70 raw power with a max effort swing in BP, but it plays more to 60 in games. While there’s some associated prospect fatigue with him being on the radar for so long and not quite breaking out, he’s performed well statistically in Double-A at the same age as a college junior.

Sanchez has above average bat speed and bat control, but still varies his approach from pitch-to-pitch so his results don’t always match the raw tools. Most scouts assume he’ll become a 1B/DH, like previous huge bonus July 2nd Yankees catching prospect Jesus Montero, and there’s still the tools for a 50-55 bat and 60 game power, which is enough to be an everyday bat anywhere you put him. That said, some people just don’t want to bet on the makeup changing and Montero’s path gives a compelling case to steer clear of Sanchez.

12. Christian Colon, 2B: Colon is remembered more for his draft position (4th overall in 2010) and who the Royals passed on (Matt Harvey, Chris Sale andChristian Yelich) than his actual ability. Colon hasn’t quite panned out as expected but still has tools that could turn him into a late-blooming low-end regular. He’s a solid average runner/defender/thrower that fits best at second but can fill in at shortstop if needed. He has below average power but should hit around 8-10 homers annually with advanced feel for the bat head and low strikeout rates, like Alberto Callaspo, Omar Infante or Darwin Barney type second baseman. He’ll be the big league utility infielder this year and hope to grab some extended time to prove himself

12. Pat Connaughton, RHP : Connaughton can’t quite match Garcia’s crazy story, but he has a unique background of his own. The Orioles drafted him out of Notre Dame last June and signed him for $428,100, but he’s not getting in shape for Spring Training right now, he’s a 6’5 swingman for the Irish basketball team. Depending on whom you ask, Connaughton may have an NBA career as a bench player and that’s where his heart lies, so Baltimore is letting him pursue that but play baseball in the summer.

They’re hoping he comes up a little short and opts for baseball in the near future, because after only dabbling in baseball the last couple years, Connaughton is a real prospect. He hit 97 mph in the New York-Penn League All-Star Game and regularly hit 95 mph last summer. His curveball and changeup are both below average now, but flash above average at times and he’s just scratching the surface. He’s still tinkering with new grips for both pitches and names like Kevin Gausman and Jeff Samardzija are mentioned as comparables for Connaughton’s raw talent.

13. Austin Voth, RHP: Voth is an advanced pitchability guy that was drafted in the 5th round from Washington in 2013 and has limited physical projection left. He works with a fringy fastball and solid average changeup, working in a curveball that he doesn’t use enough but at times is above average. Voth threw a lot of innings in college, so the Nats think with a more regular usage pattern in pro ball, his velocity will climb from 88-90 to 91-93 and he has hit 95 mph before, so that isn’t just wishful thinking. Voth will pitch in the upper levels in 2015 and if the stuff ticks up a bit, he could be a threat for the 2016 rotation, with a better chance he settles as a #5 starter or swingman.

14. Jason Hursh, RHP: Hursh had Tommy John that knocked out his sophomore year at Oklahoma State, returning as a draft-eligible redshirt sophomore in 2013, when the Braves took him 31st overall. Hursh’s velocity came back first, sitting 92-95 and hitting 98 mph with heavy life. His command has just been okay so far and his slider and changeup are average at times, but sometimes are more fringy. Hursh performed pretty well as a starter in Double-A at age 22 last year and will start in Triple-A next year, but needs to improve his feel to project in a rotation. There’s at least a solid ground ball middle reliever here and there may be a back-end starter if the feel continues to improve as he gets further away from elbow surgery.

15. Sam Travis, 1B: Travis was the 2014 2nd rounder out of Indiana and is a solid righty-hitting first base prospect with plus power and enough bat to give him a 50 right now, maybe a 55 down the road. Red Sox sources raved about him at instructs, as Travis, Devers and Chavis were the big standout bats.

15. Orlando Calixte, SS: Calixte had a couple name/identity changes as a top July 2nd prospect, eventually signing for $1 million as an 18-year-old in 2010. He can play an average shortstop and has a plus arm, but has played all over the infield and outfield in the minors, as a utility fit is his most likely home. Calixte is an average runner with average raw power that he can regularly tap into in games. He has no trouble hitting a fastball out of the park but has real trouble with off-speed stuff, limiting his contact ability and ultimate upside. There’s a way to make this sort of approach work in an everyday role–Julio Lugo did a version of it–but Calixte likely fits as a super sub, with Triple-A his likely 2015 assignment.

16. Aledmys Diaz, SS: Diaz is a Cuban defector who got four years and $8 million after buzz he would get more than double that, due in part to a depressed market by signing during Spring Training last year. His 2014 was marred by a shoulder injury, which limited him to DH when he played and also affected his swing. Diaz is healthy and will head out as a shortstop this year, with enough tools that there’s a chance it works, though most scouts thought he would be a long-term second baseman when he signed. Diaz is an above average runner with a solid average arm and good hands that allow him to play up the middle and put the ball in play, with a chance to hit 10 homers at maturity. Diaz is 25 and will likely open the season at Double-A, with a chance for a big league look late in the season if the season goes to plan. 5yrs/6.2M

17. German Marquez, RHP: Marquez was off to a slow start in Low-A last year and it turns out it’s because the Veezuelan teenager had never pitched in cold weather before. He caught his stride later in the season and jumped onto the prospect radar, with a ticket to High-A next year at age 20 as a potential rotation arm. When I saw the 6’1/185 righty in instructs this fall, Marquez sat 92-95 mph with a 55 curveball and a changeup that flashed average with command that was good for a teenager.

17. Cheslor Cuthbert, 3B: Cuthbert signed for $1.35 million in 2009 out of the rural Corn Islands off the coast of Nicaragua. He’s taken a year to adjust to each level and will head to Triple-A next year at age 22 with a shot for a late-season big league look. Cuthbert has huge tools: at least above average bat speed, plus raw power, plus arm strength and a quick first step on defense. He’s a below average runner that’s limited to a corner but can probably stick at third base.

The issue is that Cuthbert tries to do too much and often has line drive approach and bath path that undermines plus raw power, playing it closer to average in games. His 6’1/215 frame is a bit of a worry for scouts, but he has tons of tools and just needs to make a couple adjustments to be a corner utility platoon in 2016, with a chance for a notch more or a notch less than that.

21. Rowan Wick, RF: Wick is a Canadian that got $75,000 as a 9th rounder out of a SoCal JC in 2012 and the 6’3/220 monster has 65 arm strength and 60 raw power to all fields. He’s a former catcher that’s moved out to right field, where he should be average. The issue is how much contact he’ll make, as he can get too aggressive chasing off-speed stuff and will need time at each level to adjust, as Low-A was a big jump for him last year and he looked overmatched at times. Sent back to extended spring training to turn into a Pitcher

19. Dariel Alvarez, RF: As I mentioned above, the org is very high on Alvarez, ranking him 8th on their list. There are some things to like about the Cuban defector, like a 70 arm and 50 raw power, but he’s a below average runner that’s limited to a corner so he can’t be a true 4th outfielder. The question is his plate discipline and if it will allow him to make enough contact to become the everyday player that the O’s think they have. He’s 26 and ready for a big league opportunity; he likely gives some sort of value but scouts aren’t too bullish.

19. Wynton Bernard, CF: Bernard was a 35th round senior sign out of Niagara by the Padres in 2012 and was treated as such: he got 267 PA in a year and half as a backup at four different levels, then was released. A Tigers scout based in SoCal, Tim McWilliam, saw the San Diego native, worked him out, then called his bosses and said they needed to see this kid, so they invited him to their annual open workout in Lakeland. At the open workout, Bernard ran in the 6.5’s and hit balls over the batter’s eye off a pitching machine throwing 90 mph.

Bernard signed after the workout, went to Spring Training and beat out prospects that got big bonuses for the regular center field job in Low-A in 2014. Bernard got 582 PA and hit .323/.394/.442 with 6 homers and 45 stolen bases while striking out in only 14.8% of plate appearances en route to winning Midwest League MVP. He’s 6’2/195 with 70 speed, plus defense and raw power and a 50 arm, though his game approach doesn’t tap into his power much. Bernard will head back to Lakeland in 2015 at age 24 and may move quickly if he keeps hitting like this. It’s hard to figure where this is headed next, but two Tigers execs compared him to Rajai Davis, which would be a remarkable career given the background.

22. John Richy, RHP: At his best while at UNLV, Richy would show a 55-60 fastball and curveball with a changeup that flashed average. He sits 90-95 mph and commands all three pretty well despite a head whack in his delivery. Richy threw a lot in college, so after the Dodgers took him in the 3rd round last summer, they limited his innings. The org is optimistic he can be a quick-moving #4 starter type prospect with a solid 2015 season.

23. Amaurys Minier, RF: He signed for $1.4 million in the 2012 July 2nd class and the carrying tools of raw power and arm strength are both above average to plus, but there’s still some concerns. Scouts have some reservations about his ability to make contact outside of rookie ball and while Minier’s arm fits in right field, he’s so rough in the outfield, some have suggested he might end up in left field or even as a DH if that doesn’t improve soon.

23. Jordy Lara, 1B: The 6’3/215 Dominican started slowly, spending four years in short-season leagues and making his full-season debut at age 22. He’s performed well of late, including huge numbers in High-A last year, but the tools aren’t huge. Lara has good bat control and fringy to average raw power, but his swing can get long and there’s isn’t a ton of bat speed. Lara needs to hit and hit a lot to matter since he’s likely no more than the wrong side of a platoon in the big leagues and he’ll be 24 in Double-A next year. He has an above average arm, but isn’t quick enough to play regularly in the outfield to take advantage of it.

23. Sam Selman, LHP: Selman’s stick has gone up and down the last few years, as he didn’t get offered enough out of a Texas high school to turn down Vanderbilt, flashed first round ability early at Vandy, had command/delivery issues that pushed him down the draft board, then recovered late to go in the 2nd round in 2012. He’s been similarly up-and-down in pro ball, but Kansas City has decided he fits best in the pen, where his fastball sits 90-94 and has been as high as 98 mph. His slider is above average, his curveball is solid average and his changeup is fringy, allowing him to pitch as late as the 8th inning and go multiple innings if he can improve his command one more notch in Triple-A this year.

24. Edwin Escobar, LHP: Acquired at the deadline in the Jake Peavytrade, Escobar is a solid lefty with some funk, but even with a cup of coffee under his belt, it’s unclear what his big league role will be. He sits 90-92 and can hit 95 mph (but not command at 95 mph) with a tough above average changeup and touch below average curveball; it’s probably a multi-inning reliever and spot starter, but could still be a #5 starter.

25. Michael De Leon, SS: A lower profile signing from last year’s July 2nd class ($550,000 bonus) jumped straight to full-season ball at age 17 and hasn’t been that bad at the plate thanks to advanced bat-to-ball ability. He can play shortstop well, but is an average runner with ordinary tools that many scouts think is a second baseman long-term and his lack of power pegs him as more of a utility type.

31. Andrew Toles, CF: Toles has a checkered past: he was kicked off the team at Tennessee after his freshman year, had lots of makeup whispers around him in his draft year out of Chipola JC (he was a 3rd rounder), then was put on the temporarily inactive by the Rays for two months in the middle of the 2014 season. No one is talking about what the reason was, but the whispers point to problems in his personal life. Toles returned from suspension in August and, while getting back in shape in the GCL, injured his wrist; Rays officials say he looked back to normal physically in instructs. On the field, Toles is electric, with 70 speed, good feel for contact and a true center field fit. He still swings at too many pitches outside the zone, so if he can clean that up and trust his speed to get him on base, he could be an everyday player.

31. Max Povse, RHP: The Braves took Povse in the 3rd round this year out of UNC Greensboro and he’s still raw, so it’s unclear whether he’s more starter or reliever at this point, but his size is a clear plus. The lanky 6’8 righty but is somewhat narrow-framed, so he may not put on much more weight, but he gets tons of plane on his pitches. He threw a lot of innings in college, so the Braves didn’t let him throw much after signing, but he sat in the low-90’s, hit 95 mph this spring and has a fringy slider and changeup that flash better at times.

RHP Johnny Hellweg (6’7/235 righty came over from the Angels in the Zack Greinke deal in 2012 and predictably has trouble repeating his delivery and throwing strikes along with some injury issues, including a Tommy John surgery last April; he’s now back on the mound but is still rehabbing; he hit 100 mph in short stints before surgery and flashed an average slider and changeup at times; he may start this year to stretch him out and get innings to work on his stuff, but the fit is in relief)

RHP Ofelky Peralta (Dominican got $325,000 last year and didn’t show much polish in the DSL, but hit 97 mph and is still 17).

C Zane Evans (2013 4th rounder was two-way player at Georgia Tech but is now a full-time catcher still learning the position and how to make more contact; Evans has a plus arm and solid average raw power along with a mid-90’s fastball on the mound as a backup plan).

1B Samir Duenez (Venezuelan teenager is first base only but has advanced feel to hit and a chance for average raw power)

LF Dominique Taylor (2013 15th rounder out of UC-Irvine got $100,000 was young for his draft class and had a big first full season, with some tools to back it up: solid average runner with an average arm and fringy raw power could turn into a nice 4th outfielder)

RF Alex Palma (Venezuelan signed for $800,000 in 2012 with Torrens but isn’t as well-rounded; Palma has a mature frame with a pull-oriented approach, but there is bat speed and raw power; he hit for power without striking out much in the GCL, so he’s worth keeping an eye on)

SP Felix Jorge (up to 95 mph last year at age 19, now 87-90 with no clear explanation why).
