I Will just through something together with Rankings by Tiers and Team needs.
Will be Placing team by following Criteria.
-Team Readiness
-Team is Setup to Compete?!
-Holes on Roster
-Farm and Future
*Note Placing in Tiers is by Alphabetical Order!

Chicago White Sox - Built for Success.
-Team Needs: LF and Depth
Detroit Tigers - Only Flaw is C and Pen
-Team Needs: RP/C
Miami Marlins - Built Tough, just need to replenish what was lost.
Team Needs: SP/C
Elite Tier (II):
Los Angeles Angels - Overall lineup is top notch, issues lie around Pitching.
-Team Needs: SP/RP/1B
Milwaukee Brewers - Solid Team overall with just a few areas that need upgrading
Team Needs: SP/CF
New York Yankees - Solid build team just missing some Key Areas with a few contract killers.
-Team Needs: RP/Closer/1B/SS
St. Louis Cardinals - Just missed All-star tier due to ?? with OF
Team Needs: 1B/CF/RF
Texas Rangers - On the Verge of All-Star, Catcher, Pen and Depth being issues
-Team Needs: C/RP/Closer/Depth
Washington Nationals - Overall has very nice team, just needs a few big pieces in lineup and pitching
Team Needs: 3B/RP
Veteran Tier (III):
Baltimore Orioles - Bats lead the presence here, Arms need working.
-Team Needs: SP/C/3B
Colorado Rockies - Has the pieces to make that next step, just needs upgrades and pieces to move forward
Team Needs: SP/C/1B/OF
Kansas City Royals - Biggest Issue for this team is Pitching depth and Pen
-Team Needs: SP/RP/CF
Los Angeles Dodgers - Biggest issues this team will encounter is Pitching.
Team Needs: SP
Minnesota Twins - Pitching in general Needs complete overhaul, otherwise solid lineup.
-Team Needs: SP/RP
New York Mets - Good Foundation, but has to make some good upgrades
Team Needs: SP/C/Depth
Oakland Athletics - Solid built with just a few tweaks here and there needed
-Team Needs: SP/Closer/Depth
Pittsburgh Pirates - Solid Crop of Pieces with some solid additions in Offseason this team could make the next step.
Team Needs: SP/RP/2B/3B/CF
Tampa Bay Rays - Sound team with some upgrades needed and depth for that big push.
-Team Needs: SP/2B/CF/RF
Starter Tier (IV):
Arizona Diamondbacks - Solid pieces are here, just not enough to take a step forward
Team Needs: Upgrades Everywhere
Cincinnati Reds - Has some Solid Pieces to work with but needs to upgrade everywhere
Team Needs: Everything
Cleveland Indians - Team has the base to build on, but needs big upgrades everywhere to push further on.
-Team Needs: SS/Upgrades for Most Positions
Houston Astros - Solid Base to build on, still needs upgrading everywhere.
-Team Needs: SP/RP/2B/3B/OF
Philadelphia Phillies - Has some solid pieces to work but overall needs to add more upgraded pieces to take that next step
Team Needs: Everything but 2B/LF/RF
San Diego Padres - They have the pieces to work with and move to the next step

San Francisco Giants - Just Missed making Veteran Tier, biggest Issue is Pitching
Team Needs: SP/RP/C/2B/3B
Seattle Mariners - Good Base to work with, Upgrades are a must.

Rookie Tier (V):
Boston Red Sox - Outside of Eloy Lineup needs some big adds, Rotation needs frontline and middle help, while Pen needs upgrading.
-Team Needs: Everywhere but LF
Chicago Cubs - Needs everything
Team Needs: Everything
Draftee Tier (VI):
Atlanta Braves - Big Rebuild
Team Needs: Everything
Toronto Blue Jays - Team has a few noteworthy players but overall big need for help all over.
-Team Needs: Everywhere but 3B
